A change in legislation has meant that the way that parking is controlled on Council owned estates is no longer effective. As a result, the Council has decided to consult residents with regards to introducing improved enforcement arrangements on housing land managed by Tower Hamlets Homes.

Stage 1 Consultations
THH and the Council have set out two options as to how parking might be managed in the future and are asking residents to choose a preferred option. The options do not include an option to maintain the existing arrangements, as they are no longer supported by the government.
OPTION ONE: No Traffic Controls (the removal of all parking control from THH managed housing estates)

OPTION TWO - Using Traffic Management Orders to Enforce Unauthorised Parking
This option empowers THH to effectively enforce using Civil Enforcement Officers to issue Penalty Charge Notices (PCN) to illegally parked vehicles under the powers granted by the Traffic Management Act 2004 (TMA). This will work in conjunction with the following changes agreed by the Council:
- Courtyard bays consisting of a fixed number of spaces will be created.
- THH residents who live on estates will receive first priority for permits. Those who already have permits will be renewed whilst remaining permits will also be let to THH residents who do not already have a permit.
- Only one permit per vehicle will be issued with a maximum of two permits per household. Current permit holders with three bays will continue to be accommodated if possible.
- There will be no “any other vehicle permits”.
- Where requested by residents, bays will be available for visitors to an estate.

The first stage of consultations on the proposed introduction of TMOs in your area have been completed. Following this, the Council has agreed that THH should begin the second and final stage of consultation.

- The scheme will re-introduce powers to fine and towaway vehicles parking on off street Council land and will involve:
- The removal of” Any Other Vehicle” Permits
- A maximum of two permits per household
- In compliance with legislation, the removal of individual bays
2. The permits will be allocated in the following way:
- No more permits than spaces available will be let
- All existing permits holders who live in the demise of the estate will be re-let up to two permits
- Residents who live on the estate will be offered remaining spaces
- Only then will spaces be offered to LBTH residents who live in the area.
- Those who have a disability will be able to apply for a Personalised Disabled Bay
- A new Visitors permit scheme will be introduced
