Consultation on changes to resident parking 

The Council is planning changes to resident parking arrangements on THH estates. These changes will not only ensure that parking can be more effectively managed but are also necessary if the Council is to comply with government policy and legislation.

You can find the different proposals below, depending on whether your estate does or does not already have Traffic Management Orders (TMOs) in place.  

My estate does not have Traffic Management Orders

Many residents are aware that our current arrangements have limited effect in controlling inconsiderate parking. The Council is confident that these proposals, involving the introduction of TMOs on our estates, would allow us to resolve the problems that many residents have been reporting and control estate parking more effectively.

Proposed changes in the management of parking on estates where a Traffic Management Order consultation has not been completed

Introduction of traffic management orders (TMOs) enabling parking control to be re-established on our housing estates. This will enable the Council to fine or in some circumstances remove illegally parked vehicles.

To maintain the use of individually numbered bays on off-street parking places.

Introduction of a single parking permit and withdrawal of “Any other vehicle” badge to allow effective enforcement of unauthorised parking.

For parking on roads that run through housing estates, generic permits will be issued in the same way as they are on the highways. In total it is anticipated that this will affect less than 200 permit holders many of whom are non-residents.

To introduce a policy for allocating parking where those living in an estate or zone get priority for spaces.

Each household will be able to licence two parking bays. Where existing permit holders have more than two permits, they may keep them if there is sufficient capacity once residents without a permit have been catered for.

My estate does have Traffic Management Orders (TMOs)

The Council have already undertaken a statutory consultation in your area and following resident feedback decided to introduce parking enforcement using Traffic Management Orders. Whilst feedback was positive, concerns were received about the removal of individual bays and the introduction of Courtyard permits.

We have revisited legal advice received by the previous administration and now propose that in certain circumstances (see below) individually numbered bays may be provided.

  • For off-street car parking, an individually numbered bay may be provided. Most residents fall within this category.
  • Individually numbered bays cannot be provided for parking on a road. Although very few estates are affected by this, there are a small number of areas where generic or Courtyard permits must continue to be provided.
  • Signs will make it clear to residents and other drivers which rules apply to each parking space.

Should this proposal be favoured by residents, every existing permit holder will be allocated a numbered bay in an off-street parking bay.

Nobody will lose their permit because of these changes but will have the security of being allocated a numbered off-street parking bay.

Residents will only be allowed to park only in their own bay and may receive parking tickets if they park elsewhere. The Council cannot always guarantee parking if a bay is being used by an inconsiderate driver.

Generic permits allowing parking on the road will continue to be issued on a small number of estates where parking takes place on a road. These permits will not be for individual numbered parking bays. In total, it is anticipated that this will affect less than 200 permit holders some of whom are non-residents.
