New high in tackling ASB in Tower Hamlets

Potentially lethal fire hazard from stolen electricity 

An early morning raid on Thurs 14 December revealed a cannabis farm at a Tower Hamlets Homes (THH) property in E14.  Police smashed in the door following discovery by Parkguard Ltd security patrol of a powerful smell of drugs coming from the one bedroom flat the previous day.

Around 70 cannabis plants were discovered in the property, being grown using lights powered by electricity illegally obtained from the power supply.  Wiring inside the flat had created a severe fire hazard for the property and neighbours in surrounding homes. 

Since September this  year Tower Hamlets Homes has benefitted from seven dedicated Police Officers on their housing estates to work alongside their Anti-Social Behaviour Team.  Additionally,  neighbourhood patrol firm Parkguard carry out patrols on estates.  This new partnership working is proving to be a successful formula for THH. 

The tenant, who has lived in the property since January 2012 will now face criminal charges from the Police and a Civil Injunction application from THH. Part 1 of the Anti-Social Behaviour, Crime and Policing Act 2014 allows landlords to use the legislation to deal with ASB more quickly than court possession proceedings.  

Cllr Sirajul Islam, Deputy Mayor of Tower Hamlets, said: 

“This shows that we mean business when we say we don’t tolerate anti-social behaviour.  Our partnership working means that within 12 hour of detecting this, the Police had taken action. The next step is to use our civil powers as a landlord to evict this person; so he may have a home in prison and lose the one he has now.”  

Sergeant Paul Stock, from Tower Hamlets Police, said: 

As part of the MPS, ParkGuard and Tower Hamlets Homes working in partnership, officers have today discovered a cannabis factory in a THH residential property. This is part of Operation Continuum which is activity against drug dealing and anti-social behaviour within the Borough of Tower Hamlets. With residents at the heart of what we do, we listen to your concerns and strive to make changes on our streets, making them safer. 

Jean-Pierre Rossouw, Head of Services for Parkguard Ltd, said: 

“This is a step towards what we have set out to achieve. We are committed to working with THH, the Police and other partners to address anti-social behaviour, improve quality of life for residents and deliver a service that holds public confidence.”
